I can't think of a single reorg operation that wouldn't require the database to be online. In other words, the database must be running to do most reorgs. IIRC, adding logical logs requires quiescent, and moving the physical log takes the server down, but I bet you couldn't do either of those (or rather, their equivalents) in Oracle without a recycle either.
