Highest OS for (gulp) New Era 3.1

I have a client with a New Era program (which took, unfortunately, well over a year to develop). They are stuck on Windows 95 for clients (or NT). They desperately want to upgrade pc's and don't have time to do a rewrite on this program for a while. What is the highest they can go? I know it won't run on 98. Will it run on the 2000's..either professional or server? Back end currently is NT 4.0. (don't yell at me...I'm the messenger). Thanks. MJ
