Online 7 network listening deamon

To any network/online 7 experts
I know this is a more a network question than database, but please bear with
me.
We are working with Online 7.10 on an NCR running SVR4 and we have run into
a problem
when the engine is brought down abruptly, i.e. onmode -ky. We are then
unable to restart
the engine. Here is our best guess for the reason/cause. When the Online 7
engine is
started, a network service is started with it(replacement for I-Star).
Everything runs, but
after the engine is brought down abruptly with the onmode command, it won't
start giving an error:
oninit: Fatal error in shared memory creation
We believe when the engine restarts, it tries to re-establish the network
service, and fails
cause the service is still active. If we change the network port for the
Online network service
we can get the engine up, but changing the port everytime the engine crashes
is not good.
Do any one have any insight or answers, please! Pathetic, I know:^(
