Answer (as of 7.1x): No. Some years ago I entered a feature request to add a bunch of more information to SQLCA. Stuff like - Which row number this is in the cursor, a position identifier within the fetch/put buffer and similar stuff. Shortly thereafter Informix started advertising ODBC compatibility and seemed to back away from encouraging use of SQLCA in ESQL programs, encouraging the use of SQLSTATUS. (I guess that's the ODBC standard status return.) I don't think my feature request will be escaping the oubliette. With this in mind, I'm afraid you have to do it the manual way described in the 4GL class guide: Keep your own counter as the user fetches next & previous rows.
