I think you should double-check the permissions on your installation. $INFORMIXDIR/etc/sefiles lists the permissions (owner, group (= informix) and mode) for each file and directory. Some of them must be owned by root and SUID root and SGID informix. If these are not correct, then you may get sporadic errors. No-one except user informix should be in group informix. This is imperative, but is another common mistake. You can only give privileges on a specific database -- you must have a database selected to be able to 'GRANT CONNECT TO PUBLIC'. Now you are running NFS mounted stuff, aren't you? Because of problems with NFS locking, if you try to create a database on an NFS-mounted file system, the database tries to use an SE engine on the host which has the file system as a local file system. Your licence doesn't allow you network access -- hence the error message. Create all databases on locally mounted file systems. If you need network access, you need to buy and install Informix-Net. Which version of 4.1x, because you have a choice of 4.10, 4.11, 4.12, 4.13, 4.14 or 4.15. It actually doesn't matter in this case, but in general you should quote at least the 3 digits, and preferably the whole version number (eg 4.13.UD1).
