If the latest you see is 9.40.xC4 then you may want to call your PA support team and ask them what is going on 9.40.xC6 is available and many customers have downloaded from the PA site It may just be under a Generic "9.40" heading and date some time in 2003. If the site is confusing, again some appropriate comment to your PA support team. Phone numbers for all Geographies are available from the PA site.
