dbexport locks the database exclsuively I think, so it does enforce
consistency in tat way. Most people are very sniffy about dbexport as a
backup method, but for small databases where it is acceptable to suspend
access I think it has some merits - the ability to do table-level "restores"
for example.

There's always my dbexport/dbimport clone, myexport, package. It can
optionally use onpload for loads and unload with no locking and parallel
unload/load it's lightning fast making it unlikely that the DB level lock
will be needed.
