RE: buffer usage

No one else seems to have responded so I will share my guesses.
There are quite a few views in the sysmaster. If you were collecting other
statistical information from the sysmast er it is quite likely the partnum 0
usage might have been the monitoring. Run oncheck -pe and this number
seems to go up as well.
3% does not seem like a large number of your buffers either.
