RDBMS network optimization

Database Admins, We are currently putting together an RFP for a database app. such as progress, oracle, ingres, etc.. We have now run into the problem of defining RDBMS network optimization features. I don't want a sales pitch from a sales person, I want to know what has really helped you managed the client/server network aspects of your real world RDBMS apps. Please help us out, what are some of the network optimization features that you use and why are they important to you as a database administrator?
