ISA and OnBar

Platform:RS/6000 running AIX 4.3.2 IDS Workgroup Edition 7.31.UC6 We are trying to get OnBar/ISM going on this development box to familiarize ourselves with the product before implementing it on our production servers. We have installed the ISA (V1.10UC1) on this box to help us configure ISM and OnBar. When we attempt to go into the ISM section of ISA we get a "This feature is not available for this server version" Is this a limitation of ISA?
