New version of utils2_ak

I have uploaded, and Walt has installed, a new version of utils2_ak (the README.1st is dated May 3, 2000). The only change is a new feature and a bug fix in myschema. The new feature is a toggle to supress output of START VIOLATIONS statements. The bug fix is the one that was causing the program to core dump, sometimes even overwritting itself with an empty file, on Sparc/Solaris/GCC platforms using the native getopt. This version should work fine with the native getopt function. Art S. Kagel
