You can't -- that's why you get the error.
Why are you trying to do this? Where does the decimal point
in the decimal apply in the interval? Etc.
You might be able to use:
define decval decimal(8,2);
define intval interval hour to minute;
let decval = 1234.56;
let intval = interval(0:0) hour to minute + decval units minute;
Or variations on that theme.
