The rowid in IDS represents the physical location in terms of the page number and the slot number. For fragmented tables this is not always unique. So rowid in general is not useful for finding the last row inserted or indeed finding a row at all. The bit that's probably not supported is using rowid to uniquely identify a row in a fragmented table.
