Tables, indexes, constraints, procedures have an owner. The database does not have an owner. It does not matter who is the owner and you can not change this (without export/import). And the owner is the default DBA. So, to remove the privileges of the database creator, you need to have one of the DBA's revoke all privileges from the cretor.
