There are two problems:
(1) You should not still be using IDS 9.20 or 9.21.
(2) It is not clear what you are asking for.
Ignoring the version issue, it isn't clear if you are tasked with writing a
replacement for ON-Load, and if you are whether you are expecting to use
data from ON-Unload or you also plan to write your own version of it. Or
whether you want some wrapper that runs ON-Load (in which case, why C -- why
not a shell script?). Or something else.
If you are planning to write your own ON-Load command, you have your work
cut out. It uses binary page images, and you'd have to reverse engineer
those well enough to know what to do with them during the load process --
highly non-trivial, even with source code access, and even less trivial
without source code access. I don't recommend attempting it; I do recommend
explaining to your boss why it is a non-starter as a project. However, I
sincerely hope I've misunderstood the requirements - and you've been given
some simpler task. If you need to load ASCII (plain text) data, maybe the
tools at the IIUG Software Archive can save you a load of grief.
