Error code -23101

Hello, When I tried to connect to database server with ODBC The system complained with error code: -23101 Unable to load locale categories. The database server is IDS 7.3 on Solaris 2.7 box, set up with GLS locale language support. I have set three environment variable while initialize database server. DB_LOCALE=zh_tw.big5 CLIENT_LOCALE=zh_tw.big5SERVER_LOCALE=zh_tw.big5 I installed the Informix ODBC 2.80 32 bits driver on Windows 98. also set same locale code on Informix CLI DSN setup screen. Can someone help to identify the root cause?
