documented and can it be changed?

If you're desparate - UNSECURE_ONSTAT 1 in $ONCONFIG.
Unfettered access to other people's SQL by even DBSA/DBA types is
something of a security risk. It can reveal passwords, social security
numbers, salaries, and all sorts of other data that should not be revealed.
