Where get decimals lost?

When I run a script as CGI (WWW/Delphi-CGI/BDE/ODBC/INFORMIX) then decimals are lost: 20,78 will show as 20,00 When I run the same script at the console then decimals come ok. At program time under Delphi decimals are also ok. What could happen at run time (NT 4.0/MS IIS/Informix CLI 2.8)?

I would immediately suspect that the Informix locale settings that work for you at the console don't work for the CGI code under the web server because the environment is not set correctly. I'm not wholly convinced of this explanation, but problems with things working OK from the command line and not from a CGI script or web server environment usually relate to the environment variables that are set, or (mostly) not set, by the web server.
