EXE - ISQL on Fragmented tables

I am migrating to 9.3 from 7.3.on EXE. Many of the support groups tools still use ISQL which does not work on fragmented tables. At least not in 32-bit mode. My question is A) Does anyone know if ISQL in 64-bit can see across fragments? oan B) If not, are there any tools like ISQL out there that allow the technically challenged to query without a steep learning curve?
