staffing levels

Hello all, We are in the process of developing a 3-year plan and one of the areas that I'm looking into is the head count. Obviously, there are a great deal of variables when looking to develop something like this but I'm sure that there are some organizations that have guidelines in place. This may include development and/or support staff. Before flames start coming my way, I know that this is probably a strange request but without any guidelines here, I am hoping that some individual or individuals have already developed some. A short description of our current system is: 5 HP-9000 boxes spread between Chicago and Boston 500,000+ lines of 4GL code 250GB Informix Data (DSA 7.2) Supporting National sales force (approx 370 reps) 100 data-entry people We currently have 4 full-time programmers on staff with another individual splitting time between programming and DBA responsibilities as well as supervising the programmers.
