Need help - IECC on NT does not recognize server mode

We are running Informix 7.23 on NT 4.0 I have got it installed in the way, that Server, all command line utilities, sql connection, data manager is working, but all the utilities dependent on Server Agent (IECC, Backup and restore tool etc.) do not recognize server mode. It means that server is in ON-line mode, but IECC says that it is Off-line, or unknown. - sagent service is runnig - its tcp port address is present in etc/services file - registry info: HKEY LOCAL MACHINE/SOFTWARE/Informix/Admin Tools/Current Version/Server Agent Keepalive REG_SZ 180 Lines In REG_SZ 200 sagent.log during startup of srv_agent service: ---------------------------------------------------------------------------- -- 3/31/98 15:21:10 - Cannot load registry database. 3/31/98 15:21:10 - Server agent started. 3/31/98 15:21:10 - Default Console Timeout loaded. 3/31/98 15:21:11 - Default Space Explorer Timeout loaded. 3/31/98 15:41:49 - Cannot complete the operation because the database server is changing modes or is off-line. Retry the operation at a later time. ---------------------------------------------------------------------------- -- (last line repeats any time I try to start something from IECC) Can someone of you help me, or at least direct me to the source of information ?
