Just include it in the project (for generating a lib from a dll see the implib command). Possibility #2: You load the dll during runtime using LoadLibrary(). Afterwards you get pointers to the functions you want via GetProcAddress (sp.?). This is using windows api. All this is standard and has nothing to do with NewEra. Only keep in mind that you must be careful with parameters if the dll you use is not written in NewEra.
