It didn't "replace" it. It was brought out as a database admin tool with
the engine, because people kept complaining about having to pay for an
extra product just to administer the database.
So dbaccess is isql without the forms, reports and user menus.
What relation this has to RDS I don't know. As far as I know the two
products were never related. Older version of 4GL and SQL had the engine
bundled, but not each other.

As far as I know it IS available on Linux.

As I said; dbaccess is isql without the forms, reports and user menus.
The only additional functionality is CONNECTing to a database server and
SESSION information which tells you what type of engine you are talking
to etc.
