SDK license

DBA's, I have 180 user licenses for IBM Informix Dynamic Server Version 10.00.FC3R1 for a HP 9000/800/N4000-65. The application accesses the instance by RFID devices though tcp/ip connections. My client wants to be able to access the application from several PC's as well. My questions to you is "Do they need to buy the license for IBM Informix Client SDK for windows 2000, before downloading it" or is license already included with the original informix database software? The Informix DB software and IBM Informix maintenance is provided by a 3rd party that provided that application software.
