9 vs 7

We recently upgraded from a 7.3 engine to 9.3 (also 7.2 4gl to 7.3). I've noticed isolated incidents of queries and programs with poorer performance since the upgrade. I expected of course at least marginal improvement. Both engines have basically the same set of tuning parameters so why the difference? Is there something in 9 that needs to be tuned different than 7?
