The question is how, in case of Auto, is this decision made?
Under Win98 and IE5 the blade seems unable to reliable detect that
it should be using cookies and then navigates the site using URL encoding.
We see the problem under Netscape but no where near as often, and it can
be found under Win95/Nt/2000 but Win98 and IE5 seem to have the most
trouble.
