Does there exist some tool or statement to ask a certain session which
PROCEDURE (or function) and/or which STATEMENT it is currently
processing ?
ONSTAT -g ses sesid only gives you which statement-type it is
processing.
This would greatly help me solving a few performance problems (eg
determing which instructions are too time consuming and most of all :
WHY ? )

Try "onstat -g sql" or "onstat -g sql sessid"
and/or if you want more:
$ dbaccess sysmaster <<EOF
SELECT * -- or what you want to know
FROM syssessions;
SELECT * -- or what you want to know
FROM syssqlcurall;
SELECT * -- or what you want to know
FROM syssqexplain;EOF
$
