i have no experience with DR, but when online is in fast recovery
mode it is expecting to roll forward the logical logs. if there are no logical
logs, then it will just stay in recovery mode. i ran into something similar
when i tried to back up my critical dbsapces with on-archive, but didn't have
a logical log backup to apply. it also sat in fast recovery mode endlessly.
then, if i shut down and tried to re-initialize, it aborted as it couldn't
find the log file.
our circumstances are different, but the underlying problem might be
somewhat the same. it seems that you must have the logical logs backed up
and available for the recovery process, as this is what online wants.
i'm sure support would have told you this if this was the case, but
i hope it helps somewhat.
