Yes. Do not try to use SPERFORM (any version) on Fragmented Tables -- it won't work correctly. I believe this applies whether you have the physical column ROWID present in the table or not. This is a known bug (B32819), but there is no intention to fix it (at the moment, at any rate). To fix it involves a complete rewrite of the data manipulation portion of PERFORM. This is overdue (for other reasons) but unlikely to happen.
