USER32.dll errors with Informix and ODBC on Windows NT

I am having some extremely frustrating problems with Informix and ODBC. Whenever I try to make a connection via ODBC, I get a Dr. Watson message saying: Initialization of the dynamic link library c:\\WINNT\\system32\\USER32.dll failed. The process is terminating abnormally. If I am using the Intersolv default ODBC connector, it is sagent.exe that bombs (the Server Agent). If I use Openlink's ODBC Lite stuff, it is inf7_sv.exe that bombs (the Openlink request broker). What is going on? I looked in the Microsoft KB and came up with article Q142676, and I did what it said to fix it, and nothing changed. Has anyone seen this before? Any ideas at where to start fixing it?
