I would assume you are using IDS 7.x. And you are using row locking for your table. Whenever, Informix does an update it locks both the data and index. It will also lock data and index from another table if it has a referential constraint. So if you have 25000 records and assuming the table has an index. You could consume at least 50000 locks is you are using row locking. You have several options to make your operation successful. One is increase the value of LOCKS (I think 40000 is too low anyway). Or you can change the lock mode of the table(s) to page.
