Choice: Error 27001 or 23101

Hi Family.
I have just ported my company application to a new machine:
OS: AIX-4.2
Engine: IDS 7.24.UC5
Tools: 4GL/RDS 7.20.UD1
SInce the client app is on the same machine as the server, I set
INFORMIXSERVER to the shared-memory connection. The compiles went OK
and I can connect to the database via dbaccess. This shows me there is
not inherent problem with the database connection.
Now I try to run an application using fglgo yada.. It does nothing for
about 17 seconds (I timed it) and then pops up the error message:
Program stopped at "hello.4gl", line number 0.
4GL run-time error number -27001.
Read error occurred during connection attempt.
BTW, hello is a 5 line program just to isolate this problem.
To experiment, I tried setting INFORMIXSERVER to the socket connection.
I got:
Program stopped at "hello.4gl", line number 0.
4GL run-time error number -23101.
Unable to load locale categories.
Duuhhhh??? I have set no locale-related environment variables! Why
should it be looking for any locale info?
This happens in the debugger as well, after I give the RUN command.
I have checked the installation - fglgo has the correct permission
settings; unlike the engines they do not need to have the set-uid or
set-gid flags set.

Any ideas on what might be causing this? I have looked into ONCONFIG
settings but if anything were wrong there, I could not connect via
dbaccess; nor could the compilers have run.
Has anyone run across this before?
