Yes, the entire instance must be at a consistent state, otherwise IDS
gets very upset. If you want to restore a single dbspace, then it must
be brought up to the same point in time as the other dbspaces.
Otherwise, if you want a dbspace restored to a specific point in time,
i.e.. just before the "delete", than all dbspaces must be restored to
that same point in time, which means a cold restore of all dbspaces. You
don't need logs in order to complete a cold restore by the way.

OnTape is sufficient for most requirements, until you either want to
make use of sophisticated tape devices or your level 2 archive take more
than 12 hours. Then look at OnBar for archiving to such tape devices in
parallel.

The dbexport utility is mostly designed for data movement. Remember it
only supports ASCII format which will be a lot slower than a binary
archive.

Now that depends. No one can predict the optimum archiving strategy for
a site unseen.

You could get 7.30 which I believe includes ISM.
