Everyone else has already addressed the question of a possible long
transaction in the first part, so I'll confine myself to the second question.
What does this mean? I can't think of any time when oninit wouldn't be able
to come up because of too little space, except during disk initialization. If
this is the case (you didn't specify rootdbs large enough to accommodate all
the logical logs and physical log that you put in your onconfig file), you
need to either decrease the logical/physical logs, or increase the size of
your rootdbs.
If this is not the case, please include more information, especially error
messages (if any) from online.log.
