My guess is that it's all by itself, and the system is still up and running afterwards. The only time I know of that resident segments get created is at start-up. What this looks like to me is that someone either: a) ran oninit when OnLine was already up, or b) set MSGPATH for another OnLine instance to your online.log path (and then tried to bring up OnLine using a SERVERNUM that was already in use).
