Netscape Enterprise can't find Informix

I have installed Informix Online Dynamic Server 7.23.TC1 It appears to be working well, and I can do the ILogin32. I cannot get a Javascript application within Netscape Enterprise Server 3.0 to connect. It gives me error 461 'Cannot open file sql.iem', but since that file is simply the error message file, this is not the real problem. I have the same problem with the Enterprise built-in dbadmin application, so I know it's not my own programming error. Informix tells me that since they don't know what precisely Netscape is looking for, they can't help; Netscape tells me that they have not validated any version of the Informix server since 7.20 so they can't help either. Does anyone have Informix ODS 7.23.TC1 working with Enterprise 3.0 ? I have done 'regcopy' and checked that the INFORMIXDIR and path variables are set.
