Need to Build a Database!!! Help???

I need to biuld a small fairly simple database at work. I'm in the ARMY and need to track alot of info on our soldiers. We have Access 2000 at work. Should I use this? Can someone atleast e-mail me and let me know what i'm getting into? Any assistance with it's development could be paid for in software if need be, or qther arangements could be made! Thanx!!!
