I believe you want to use an optimizer directive to identify the join order
for your query. the ordered directive will tell the optimizer to use the
order defined in the from clause. See section under optimizer directives in
the performance guide.
select {+ordered} xxx
from tab1, tab2 wehre
tab1.ix1= .... and tab2.ix2=....
