I would check memory and system usage. I am a SUN Solaris users, so I don't know about HP, but sar 6 10 and sar -p 6 10 give CPU and paging figures. Also swap -s shows the swapfile usage. If you are lacking in the memory department, you will see paging and possibly swapping occurring, together with high system CPU (compared with user CPU).
