How many licenses do I need?

Do I need to buy three groups of licences with 10 users each? Can I buy one Informix Server with 30 client licenses and distribute they across my three sites or more sites? I once wrote an application (in ESQL/C, not 4GL) that I distributed
across some 450 machines. According to the Informix rep I spoke to, as
long as they were all attaching to the same database, the runtime
libraries were freely distributable. If you are planning to connect to
3 different servers, you will probably need 3 10 user licences. If all
of the apps are connecting to 1 server, you would need 1 30 user
licence. But remember, that's CONCURRENT users. You might be able to
get away with less if you don't plan on the application being extremely
busy. By concurrent users, they mean concurrent queries, so if the app
only does 1 query every minute, you could get away with a 10 user
licence, depending on how long the query runs. Check onstat -g mgm. I
forget which gate is for concurrent queries, but I'm sure it's in the
doc somewhere...

Does it mean that I only need a license for concurrent activ queries ?
We are using Informix-SE in the moment and I only can see the active
processes. There are a view
sqlexec proceses running. The other connects are sleeping. I need a
license for the simultaneous processes ?

Are the other sqlexecs that are sleeping actually causing users to wait? Or are the users really just not doing anything at the time. The reason I ask is that I'm not sure that SE bothers to check licencing. I happen to have a small SE database here with over a hundred users attached to it and Informix doesn't seem to care. My reason to ask is, because we will change to ids2000 and I dont't know if we really need the 64 user licenses (every license about $1400).
