The stats are cleared, obviously, at startup, after that if you have cleared
them since you can look at sysshmvals.sh_pfclrtime which is a UNIX time.
However, you do not need to translate that just use:
SELECT (sh_curtime - sh_pfclrtime) Secs_Since_Reset
FROM sysshmvals;
