I've seen the same problem with "overflow" of the system tables and the only solution I can think of of is to do a "tbunload" of your database (to tape or file), drop the database and then do a "tbload" of the database. This is supposed to append all extents of a table into one, regardless of the original first and next extent sizes. Beware: I have never myself actually used this solution, so I cannot really tell if it works. YMMV.
