This is just a guess, but here goes: 4GL's initiation code is probably called before the first 4GL statement. This presumably looks for a message file and cannot open it. If the file exists and it has the right permissions I would guess there is a problem with obtaining file locks or just not enough open file structures in the kernel. If the engine opens this file (what, once per user?!), then the per-process max number of open files needs to be increased. If it is the 4GL program, it is the global number of open files.
