Change from Buffered log to no log locks databases

Solaris 2.4
Sparc 1000
We have a number of test databases which we use to test cobol apps
which data resides/will reside in informix. 16 in fact.
These were erroneously set up with buffered logging. Cobol requires no
logging.
This morning I ran:
ontape -s -N ..a list of 16 database names..
Change from buffered to no logging should have been immediate.
Instead they are all locked error 178 pending changes to logging status. I
think 16 was too many.
Has anyone had this problem and know what to do.
thanks in advance
