M4gl was written by a former Informix employee, Paul Rogers, who was a member of our consulting group back in the misty past. He also put together an application-generator called Intelligen that was pretty slick. Both of these were written by him when he was with Informix. Paul left Informix a couple of years ago - I have no idea what he is doing today.
