Thank you Paul for the prompt response. I have reviewed the -461 error
code and found nothing really of value in the description. I was wondering
if my "declare" statement was incorrect. I believe that all users have
been granted all the necessary access permissions. As a matter of fact, I
believe that "all" was granted to "public". I cannot figure this thing
out. I should be having problems with complex SQL queries, not a simple
declare statement.

Error -461 is misleading; the finderr description does not always
mention that you can get it if you have files missing under
$INFORMIXDIR/msg such as itoxmsg.pam. You don't have to be messing with
user-located blobs to see it.
[The trouble is, someone got a file open error problem to report, looked
at the messages and saw -461 File open error and didn't check to see
what circumstances that number should be used in. Said someone should
be shot.]
Check that your INFORMIXDIR is correctly set, and that the msg file
hierarchy is correct. You can particularly easily get this when using
pre-7.2x code with a 7.2x server, since files moved from directly under
$INFORMIXDIR/msg to $INFORMIXDIR/msg/en_us/0333 (on Unix, somewhere else
under $INFORMIXDIR/msg on Win32). You might need to do some
recompilation, therefore.
