If your first extent size is smaller than the current size of the table and
there is recoverable space (from rows being deleted), then
ALTER FRAGMENT ON TABLE tabname INIT IN your_dbspacenamewill decrease the allocated pages.

Are you suggesting that an ALTER TABLE will free unused pages? This is news
