Not a bug, just the way the product behaves.
The product has no way to know if you want February 28th or
March 1st. You also cant do the following for the same reason
SELECT DATE(DATETIME(1999-05-31) YEAR TO DAY - INTERVAL(1) MONTH TO MONTH)
FROM systables
WHERE tabid = 1;
