The first thing to check is to make sure that you're tables are set to
Row-Level locks, instead of Page-Level.
While this doesn't answer the general question, which is valid.
Most of the time, I find that this will make the problem go away.
SQL to check & set :
-- locklevel P=Page, R=Row
select tabname,locklevel from systables where tabid = "dbins" ;
alter table dbins lock mode (row);
