How can 908 error be returned without connection ?

Here is today's Dumb question I have am inherited Java App (using JDBC) running on NT which is giving us a vendor error -908 when connecting to a UNIX box. Error 908: Attempt to connect to database server (servername, conerr=connection-error-number, oserr=system-error-number) failed. Q) How can the app be failing to connect to the server if it is getting a 908 error returned ie surely connection is established to receive the vendor error in the first place.
